A Critical Incident Investigation has also been established to oversight the actions of police after they revealed they had been to the same property early on Monday morning.
A 52-year-old woman was spoken to before they left. She was arrested 12 hours later nearby after reports she was acting erratically.
Police escorted her to mental health care down in Newcastle.
